The only sites that the validator.nu build needs to get resources from are
wiki.whatwg.org, www.iana.org, and www.w3.org. It needs to reach
wiki.whatwg.org and www.iana.org each time you rebuild. But it only needs
to reach www.w3.org once -- the very first time you build (though it needs
to download multiple resources that one time).
