That doesn't work for HTML where <noscript> content is typically parsed  
(when scripting is enabled) as CDATA.

I'm wondering though if the following is invalid per the current text:

   <li>
    <noscript><m>test</m></noscript>
    <ins><p>test</p></ins>
   </li>
