Interesting.

I have a number of concerns about this idea:

 * It's main use case, as described above, is as a workaround for a user 
   agent issue, not a Web issue (the prompt isn't on a Web page).

 * We're trying to phase out modal prompts based on usability study 
   results that show that users don't understand nor like them.

 * There hasn't been much demand for it.

 * There are workarounds (as you mention on the blog post itself, you 
   could create a "real" Web page version of this).

Because of those, I haven't added it to the spec. However, it's an 
interesting idea, and I will keep it in mind in the light of other 
requests, to see if there are other problems it would solve, or if this 
problem can be solved in ways that help other problems too.
