We're getting off-topic here, but <keygen> wasn't created by HTML5.
It's an element that IE created, and which was used widely enough in
certain markets that some other browsers were forced to implement it
as well.  HTML5 is simply including it because it's apparently
important enough for the web for multiple browsers to implement.  It
does indeed suck as a solution, but we don't get to rewrite history.
