Well the question's not quite right, but the answer is yes. It's
sort of open (and somewhat reverse engineered) and available and
there are publicly available implementations like gnu's gnash
(<a class="moz-txt-link-abbreviated" href="http://www.gnashdev.org">www.gnashdev.org</a>) or libswf.<br>
