Seems to me that what you want semantically is:

<dl>
  <dt>Animals</dt>
  <dd>Cat</dd>
  <dd>Dog</dd>
  <dd>Horse</dd>
  <dd>Cow</dd>
</dl>

or maybe

<dl>
  <dt>Animals</dt>
  <dd><ul>
  <li>Cat</li>
  <li>Dog</li>
  <li>Horse</li>
  <li>Cow</li>
  </ul></dd>
</dl>
