The spec gives:

as the reference for Windows 949. If you click on the higher-byte
links, which are supposed to link to further code tables, the links
are broken.

Maybe they were meant to link to:

http://msdn.microsoft.com/en-us/library/cc194942.aspx

Which is a useful presentation, in that it has images, but not a very
accessible one, in that they don't have any alternate text. Also this
link
doesn't give the Lead Byte Null mappings.

Might this be a better reference to provide:
