Indeed.  What's needed is a way to notice when changes to a particular 
piece happen.  There isn't one.

A poor stand-in would be if each such change were accompanied by a 
change or addition to an automated test suite that implementors could 
then run to catch the spec changing under them.  But that's not 
happening either...
