[html5] Validator is incorrectly detecting that the page encoding is utf-8 when it is actually iso-8859-1

I have managed to "borrow" a service URL here to demonstrate the problem. The only difference here is that the endpoint is ProxyPass(ed) via AJP, though it exhibits the same symptom.
