HTML4 and WF2 don't require any particular rendering. If you want a 
particular UA to render it a particular way, I recommend speaking with the 
UA vendor directly. (Note that most vendors would probably say no, because 
they are worried about pages looking different in their UA than in the 
market leader UA.)
