Maybe this is a really stupid question, but what exactly is the 
definition of a "form control" ?

E.g. in section A it says "The oninvalid attribute is added to all form 
controls except fieldset and output elements"

 From the context I would guess that form controls are: select, 
textarea, input, button, fieldset and output elements - but not 
datalist, optgroup, option, label and legend elements, since they don't 
support validation, and an oninvalid handler wouldn't make sense. Is 
this correct?
