They don't block IE, yet IE allows you to override this in any number of ways.

The problem with it being MUST is that you force people who want to
provide the ability with being non-conformant, and whilst I appreciate
non-conformance to specifications is something the WHATWG doesn't care
all that much about if their own spec is concerned, but I do care
about conformance I don't want to break conformance to a spec.

Yeah, let's put MUST in the spec, but treat it as SHOULD in all our
clients....  At least if mozilla continues to treat it as a SHOULD we
won't be able to use it for interop on this feature so that just
lessons the chances of getting the feature in the spec so I shouldn't
worry too much.
