[whatwg] Web Forms 2.0 - Comments on sections 1 and 2

Based on input from Jim and others, I've just updated the spec so that now
"required" applies to radio buttons and check boxes, but doesn't apply to
<select> elements.

Let me know if you find any problems in the new text.
