Changed to specifically refer to <form> elements.

Changed to say that the requirement in WF2 is based on the HTTP one, but 
that the HTTP one is vague.

Did you have any specific comments in mind?

Thanks for your input, I have updated the spec accordingly. Please let me 
know if there's anything that could be improved.
