[whatwg] [wf2] Section 6.2, is xmlns an attribute

I was wondering about section 6.2:

Should 'xmlns' be considered as an attribute? I was specifically wondering about
"have no other non-namespaced attributes". How should those elements be
processed if they have non-namespaces attributes specified by the way? That
seems to be undefined. (I admit that I have not read it carefully.)
