[whatwg] [HTML5] both ID and NAME attributes apply to MAP element

Internet Explorer already supports it. Opera supports it. The Mozilla 
bug database is filed with bugs about it[1] (note the list of duplicates 
at the end).

I think it is trivial to add such a thing and for UAs that already 
support the NAME attribute it should be trivial to support both. Please 
correct me if I am wrong.
