[whatwg] [html5] contenteditable specification

I have revised the specification a lot since last time to make it more clear,
give it more a proper title and make it more clear what the issues are at the
moment.

Especially feedback from developers on what is currently used, where workarounds
are used for IEs implementation, what those workarounds are, etc. That way we
can define a better behavior for browsers implementing the specification.
