It does.
It's essential to preserve state of all form elements, even those outside
currently submitted part of form (it's unacceptable to lose newly entered
(unsubmitted) text when user uploads an image).
Roundtrip to server may be needed to add/remove elements within form, and
decision may be based on data unavailable on client-side.
