No it's not the MUST NOT, says just that, that it must not, if it says
something different elsewhere in the spec then the spec is
inconsistent with itself, and it needs fixing.
Either a conforming UA can be allowed to change the functionality
(which in www-architecture it must be able to, the user should control
his browser) in which case you cannot say that a UA MUST NOT remember
the fields value, or it can't which is clearly not the position of
anyone I've seen posting on this list.
Changing this to SHOULD NOT is obviously the correct result.
