[whatwg] Context help in Web Forms

Hi,

it would be helpful to have a way of including extra help, which may be  
provided by a popup dialogue, mouseover, etc.

This has been implemented in a proprietary extension to HTML forms by the  
JAWS screen reader (I believe the attribute used is called contexthelp),  
and there is a similar feature in Xforms.

This allows authors to easily provide extra help in filling out the form  
field without it normally cluttering up the page.
