Not really. I didn't really "enjoy" the repurposing of <small>, even if  
it's well done. The humble existence of <small> will make "developers" use  
the element for presentational purposes.

I suggest dumping <u>, <b> and <i> forever, with no regrets.

The <m> element is a really good idea. Up until now developers used  
<span>, <strong>, <b>, <u> or <i> to mark/highlight a part of the text in  
the page.
