Ah, of course, I had forgotten about <input type="image">. It would 
have been more obvious to make alt= compulsory where type="image", and 
prohibited otherwise.

For non-interactive UAs, rather than non-graphical ones.
*   <form id="register" alt="To register by post, write to ...">
*   <form id="search" alt="">
I'm not saying it's a *good* idea, just that it would have made more 
sense than allowing alt= for non-image <input>s. :-)
