There are quite a few tests that test the relationship of Web Forms 2 with the
CSS3 Basic User Interface Module as mentioned in section 8.2 of the Web 
Forms 2
specification. These test also rely on some CSS 2.1 features I assume, yes.

Some other "visual UA orientated" tests might do the same. Given your 
comment I
will try to make all forthcoming tests that not really require CSS not to use
it either and use some other mechanism to show that the test has passed. By,
for example, using some scripting as already done in quite a few tests.
