If you ask this question from the point of view of browser developer or browser itself,
then the answer is simple <formula>2 + 2 = 4</formula> is formula, while 
2 + 2 = 4 is plain text. If you ask it from the point of view of mathematician or philosopher 
then it is rather rythorical question.
