I agree; indeed I think there's a note to that effect in the spec.

I don't know enough about 2D graphics to write this part of the spec, and 
Apple's original documentation (on which the current text is based) was at 
least as vague as the spec is now. If anyone can provide suitable text, 
I'd be very grateful.
