[whatwg] Attributes of textarea

Section 2.14. Extensions to the textarea element of WF 2 does not  
mention that maxlength is allowed. (As can be seen from the prose  
about maxlength.)

Also, it does not state whether the accept attribute allows  
parameters for the MIME type. Does it? The accept attribute on <input  
type='file'> does not.
