That's allowed, it just means the "plugin" is the browser itself.

Much the same way we can drop <center>: even though it's not valid in 
HTML5, it doesn't mean browsers won't support it. It's possible that it 
will be mentioned in the Rendering section (which I don't plan to write 
until the end of the process).
