Exactly.

Indeed. The new markup also doesn't work in screen readers. There is no 
reason to believe that any new markup will be implemented before the old 
markup. I don't see why fieldset association isn't good enough for grouping 
related form controls, and why TH/TD relationship isn't good enough for form 
controls in tables. Let's have the ATs implement the old markup before (or 
instead of) inventing new stuff to do the same thing. (Also make <legend>s 
more CSS-friendly in graphical browsers so authors cal use it more.)
