No, I think tfoot should be allowed either before or after tbodys, but 
not between them.

I think that should be changed to this

( thead.elem?, tfoot.elem? & tbody.elem+ )

If I've done that correctly, that should allow these:

<thead> <tfoot> <tbody> <tbody> ...
<thead> <tbody> <tbody> ... <tfoot>

But disallows this:

<thead> <tbody> <tfoot> <tbody>
