[whatwg] Multi-page specification

I wrote some code to split the WA1 spec into more easily digestible
pieces, and Hixie set it up to produce

hopefully this is useful for people.

The filenames are not incredibly stable (since they come from
autogenerated IDs in the source document), so they shouldn't be relied
on for permanent links any more than the existing #thing links can be
relied on, but it should be good for short-term use.
