No, the caption should be displayed to all users. That means it needs to 
be element content, not an attribute value. Just maybe

         <ul>
           <caption>Animals</caption>
           <li>Cat</li>
           <li>Dog</li>
           <li>Horse</li>
           <li>Cow</li>
         </ul>



but definitely not

         <ul caption="Animals">
           <li>Cat</li>
           <li>Dog</li>
           <li>Horse</li>
           <li>Cow</li>
         </ul>
