Sure they do, as do headings, and images.

But the purpose is different. Whereas headings, objects, emphasis etc.
are usually an integral and static part of a document, the
M/MARK/HI/FLAG/ATTN elements may change.

Somehow these points of interest surely have to be presented, but they
are more than merely presentational.
