[whatwg] Daylight-saving time and .lastModified

IE takes daylight-saving time into account when getting  
document.lastModified. Firefox doesn't.

The test fails for me in IE7, except when disable automatic  
daylight-saving time adjustment in Windows. It passes in Firefox in both  
cases.

I don't know whether the spec should be changed to match IE... if we  
follow IE, how can it be tested?
