Er, so obviously I meant to quote the paragraph below:

The point is that some mythical future in which either a) all servers are 
perfectly configured all the time or b) browsers don't have an incentive to 
improve their usefriendlyness simply isn't going to happen. Punting off parts of 
the spec that ignore those simple truths to seperate documents just in order to 
create a warm fuzzy feeling about not conflicting with TAG findings is 
incredibly silly.
