accesskey is in wide use in existing content for particular
browsing contexts where I live (in Japan), and it seems essential
to me that we support that existing content going forward by
finally getting it spec'ed properly in HTML5.

A few months back, Charles McCathieNevile proposed a spec for
accesskey on the public-html list:
