[whatwg] When to stop <video> elements from playing

I have not got the original Mr. Cox's suggestion so I can reply only
indirectly.
1. CSS does not have elements, it defines attributes.
2. "active: none" is language abuse, it should be "playback: none" or
"active: disabled".
