[whatwg] ApplicationCache add/remove with invalid URLs

Hi,

I think an exception should be thrown when ApplicationCache add/remove  
is called with invalid URLs. Something like

"If uri is not valid, raise an SYNTAX_ERR exception and abort these  
steps."
