The same way we structure the agreements that people make now when 
agreeing to use HTTP, HTML, Unicode, MathML, SVG, hCard, hCalendar, custom 
class name sets for a set of sites in a company, a group of custom rel 
values in a community, or whatever. There's lots of precedent in human 
history for people coming together and agreeing on common conventions.
