[whatwg] defective comment in 4.10.2

Something inside 4.10.2 is causing Firefox not to display parts of the
Storage interface description. The content is interpreted as a comment.

I think it's the comment from the specification annotation system which
contains the sequence "--", which by the same specification is not
allowed in comments. :) The comment itself isn't displayed as well.

Additionally, the generated annotations at the top of a page are not
displayed in Internet Explorer...
