UTF‒16 cannot be transmitted over Internet anyway
so it must be changed to something because what comes in
is certainly not UTF‒16-encoded.
This declaration is in error;
one of the possible universal encodings UTF‒8, UTF‒16LE and UTF‒16BE
should be chosen that produces valid markup for the decoded document.
