For what it's worth, this is exactly what CSS requires for colors
specifies for colors specified in CSS:

  # All RGB colors are specified in the sRGB color space (see
  # [SRGB]).

(And that's not new; the sentence goes back all the way to
http://www.w3.org/TR/WD-css1-960726.html#color-units .)
