I don't think this is a CSS issue, it follows along the lines of <noscript> for hiding content in some cases or @irrelevant (hopefully renamed to @ignore :) ) hiding content in others. CSS generated content will be displayed on the screen just as regular content is, which is the very problem I'm proposing needs to be solved.
