[whatwg] Ruby

I've added Ruby annotation markup to the HTML5 spec. Since I know 
basically nothing about Ruby, I'd appreciate any feedback people may have. 
Note that the rendering aspect is not current specified; that will get 
added in the rendering section when I work on that.
