[whatwg] Deprecating <small>, <b> ?

Both definitions seems rather presentational (contrasting, for example,
the new semantic definition for the <i> element) and could also be
realized by use of <span> elements.

To me these look like the last remnants of the <font> element. So why
are these elements retained ?
