What is the evidence you have for making this decision, specifically
what is the evidence you have for conflating past issues with this one?
Who gets to make this decision? What is the process by which such a
decision is made?

(Note that the XML/HTML DOM consistency issue is not real, so it's worth
focusing on the prefix issue.)
