You know the problem with the current content is that it is misplaced.  I
would just move the current content where it belongs, leaving the
requirements section empty.

If I knew what the problem was and what the requirements actually were, we 
wouldn't need the wiki page at all, I could just go ahead and edit the 
spec. The problem is that I don't know what it should say exactly.
