When the video data is very long and complex a seek bar isn't
particularly useful anyway, compared to a custom HTML interface. An
application like metavid.org does a good job of syncing up long video
to text transcripts, and that is good for navigation. On the other
hand an archive of security cameras might seem unbounded, and use a
different navigation interface. As long as an API for times are
available then developers can make an interface that is useful for the
content.
I think it's ok to have a standard seek bar for short videos (up to an
hour or two in duration) but it's not practical to mandate how that
interface should work for longer videos.
