I suggest deleting the parenthetical remark "(they are in the
per-element partition)". I'm not sure what this term means. I've never
encountered either "partition" or "per-element partition" in an XML
namespace context before. And as best as I can guess the meaning, it
doesn't seem very accurate. Attributes in namespaces are just as
associated with their parent element as attributes in no namespace.

The previous statement, "Unless otherwise stated, all elements defined
or mentioned in this specification are in the
http://www.w3.org/1999/xhtml namespace, and all attributes defined or
mentioned in this specification have no namespace" is fully
sufficient.
