The dire need of ASIC "hardwired-style" implementations for Theora
hasn't been demonstrated either. H.264 has much higher computational
complexity, it may be interesting to consider if using less-rigid DSPs
(or even the already available DSP extensions of widespread mobile
processors) gives "good enough" results for Theora. Given there's less
to compute one may very well live with a lower energy efficiency per
operation.
