"A meta element is in an Encoding declaration state when its http-equiv
attribute is present with a value of content-type."

valid meta element, you see a few uses of the phrase "Encoding declaration
state". They're all links. You click one, and it takes you to its

Which says nothing about how to know if an element is in such a state.
